Monthly business meeting held on Tuesday January 3, at the township building. Chairman Dennis Knowlton called the meeting to order at 7:12 PM. A motion to approve the minutes was made by Mr. Knowlton. Mr. Searle, seconded. Treasurer’s report reviewed will be placed on file. List of the bills reviewed. Mr. Knowlton made a motion to pay the bills, seconded by Mr. Marcho.
Old Business Mr. Searle requested the township residents assist in the effort to keep the township clean of trash along the roads where they live.
New Business Trailers parked on Route 106 mentioned for possible removal. Attorney McGraw to send a letter to the owners and Mr. Fortuner will look into it.
Grants: Dirt and Gravel Road Project completed on Janes Lane / Wildenburg Road. Lighting project started for the building.
Planning Commission: For 2012, John Knighton will be Chairman, Robert Deitz will be Vice Chair, Robert Clementoni will be Secretary and Chris Marcho will represent the supervisors.
Police: Kozlowski Towing requested the supervisors look into the problem he is having receiving calls for towing cars within the township boundaries. He is a long time resident and his township company has not received calls from the township police department for over two years. He continued to complain that he was actually called by the Clifford Volunteer Fire Company to assist in an accident, when the police arrived, he was instructed to leave the scene and the police then called a towing company from Carbondale. Mr. Searle to look into the complaint.
Tax Collector: Mr. Phillips request to approve a deputy tax collector, Maria Phillips and Boyd Manzer.
Mr. Knowlton made a motion to approve, Mr. Searle, second. All in favor. Mr. Phillips reported 95% of the tax has been collected for 2011.
Historical Society: Requested approval of $1500 per room in the township building for the finishing work to the interior walls after the installation of the energy efficient windows. Motion to approve $1500 for the voting room made by Mr. Knowlton, second by Mr. Searle. All in favor.
December 2011 Minutes
Monthly business meeting held on Monday December 12, at the township building. Chairman Dennis Knowlton called the meeting to order at 7: 05 PM. A motion to approve the minutes was made by Mr. Knowlton. Mr. Searle, seconded. Treasurer’s report reviewed will be placed on file. List of the bills reviewed. Mr. Knowlton made a motion to pay the bills, seconded by Mr. Marcho.
Old Business: Mr. Searle made a motion to appoint two additional members to the planning commission. First, recommendation was Robert Clementoni, second, Robert Deitz. Additional members would be considered after the January meeting. Second by Mr. Marcho, all in favor.
New Business Budget for 2012 posted and advertised as required. Motion by Mr. Knowlton to adopt the budget, second by Mr. Marcho, all in favor.
Reports: Road: Mr. Locker reported Halsey, T R Williams and Welch Hill Roads have been repaired and Elkview will be addressed next week. New spreader has been purchased will be mounted with hydraulic lift.
Grants: Jane’s Lane Dirt and Gravel grant project will be started and completed by the end of December.
Light grant: Replacement lighting for the building will also start in December.
Police: Mr. Carroll reported 1801 incidents for the year. Police Policy needs to be completed with final review by Attorney McGraw.
Alliance Committee: Tree Lighting with Santa will be the first Friday in December.
Acct: No meeting this month. Next month will start the Comprehensive Plan with the Planning Commission.
Historical Society: Start insulating the building this month, jelly and calendars are for sale and available at local stores.
Recycle will be the third Saturday this month. Mr. Locker will address obtaining help for recycle.

The final draft of the ordinance was approved at the October 18th meeting and will be in effect 5 days.
Main points of interest in the ordinance:
1/ Industrial Noise Ordinance and drilling ordinance to address frac water
- not to impact normal daily living activity
-continuous noise 24/7
-address noise decibels
-reconsider fine amount of $1000/day
2/ The township control of drilling is limited by the Oil and Gas Act
3/Government considering a tax on oil and gas drilling to distributed to state and local governmental entities to assist in the additional expenses created by the new industry
4/County currently developing an ordinance to address all issues of Gas Exploration in reference to land development.
5/Main purpose of the new ordinance is not to limit or try to control drilling. The new ordinance is trying to ensure the peace and quiet, and the beauty of the natural country side to the level existing prior to the gas exploration.
